Sheffield Wednesday Faces Serious Challenges, States New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

The team's ongoing struggles constitute a "serious issue" and the football regulator is seeking powers to investigate clubs in similar circumstances, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, the regulator, who was recently selected, expressed "sympathy" towards supporters of the Owls.

Kogan met with four fan organizations connected to the football team recently.

The Championship side have been struggling on and off the field in this season, with the club failing to pay players on time on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the iconic names for English football and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months led to sanctions by the league officials in June, blocking the team from conducting any transfers or loans for the next three transfer windows, although that restriction was lifted in August.

Official's Viewpoint

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, Bury or any football club where supporters are loyal to a local institution that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for every team that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is commence engagement with an specific team, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"But the truth is, when you examine the past of the sport, over the recent generations there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to explain the responsibilities of the oversight body this week and stated it constituted a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the football community fails, the remarkable development accomplished might evaporate rapidly," the regulator warned.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we need to continue the progress.

"Considerable investment coming into football and has come into football for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an financial organization of the elite league.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a significant confidence."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the political party in the past.

The 68-year-old provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any sort of politics."
